15-5638 17.1 ContractINTERGOVERNMENTAL AGREEMENT AMENDMENT WITH LITCHFIELD PARK FOR FIRE PROTECTION AND EMERGENCY MEDICAL SERVICES RECOMMENDATION: ADOPT RESOLUTION NO. 15-1720 APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE AN AMENDMENT TO THE INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF GOODYEAR AND THE CITY OF LITCHFIELD PARK FOR FIRE PROTECTION AND EMERGENCY MEDICAL SERVICES AND PROVIDING FOR AN EFFECTIVE DATE. PURPOSE: Since June 2010, the City of Goodyear has provided fire, emergency medical, and fire prevention services to the City of Litchfield Park. Litchfield Park desires to have a minor language change under the fire code enforcement paragraph. Litchfield Park would like the option of adopting versus required to adopt Goodyear’s local amendments. Litchfield Park provided some examples of requirements that are not desirable for their City. 15-5667 17.2 Zoning MatterPRELIMINARY PLAT FOR ENCLAVE AT PALM VALLEY NORTH RECOMMENDATION: Approve a request for the Preliminary Plat from Mattamy Homes to subdivide approximately 8.61 acres into 48 single-family residential and four open space tracts for a development known as Enclave at Palm Valley North generally located at the northeast corner of 146th Avenue and Camelback Road zoned PAD, subject to stipulations. PURPOSE: The request is for approval of a preliminary plat for Enclave at Palm Valley North. The preliminary plat consists of 8.61 acres that will be subdivided into 48 residential lots and four open space tracts. The proposed Enclave at Palm Valley North preliminary plat is consistent with the requirements of the City’s Subdivision Regulations, and Design Guidelines. The proposed density is consistent with the City’s General Plan and the proposed development will be compatible with the surrounding area. 15-5672 17.4 ResolutionFOURTH AMENDMENT TO NORTHERN SOLUTION WATER FACILITIES AGREEMENT RECOMMENDATION: ADOPT RESOLUTION NO. 15-1723 APPROVING AND AUTHORIZING CITY MANAGER TO EXECUTE THE FOURTH AMENDMENT TO NORTHERN SOLUTION WATER FACILITIES AGREEMENT RELATING TO THE DEVELOPMENT OF WATER RESOURCES AND INFRASTRUCTURE TO PROVIDE WATER SERVICE TO ESTRELLA; AUTHORIZING CITY MANAGER TO TAKE ALL ACTIONS AND EXECUTE ALL DOCUMENTS NECESSARY TO CARRY OUT INTENT OF RESOLUTION AND TERMS OF THE AMENDMENT; AND PROVIDING FOR AN EFFECTIVE DATE. PURPOSE: Under the terms of the Master Development Agreement for Estrella, the developer is required to design and construct water facilities needed to serve Estrella. Pursuant to this obligation, various entities with ownership interests in Estrella (“NNP Entities”) entered in to the Northern Solution Water Facilities Agreement (“Northern Solution Agreement”) that provided for the development of additional potable water resources needed to serve new development.
