15-5441 16.2 ContractAGREEMENT WITH THE ARIZONA DEPARTMENT OF TRANSPORTATION FOR EXCHANGE OF TRAFFIC CRASH DATA RECOMMENDATION: Execute Intergovernmental Agreement (JPA 14-0004967) with the State of Arizona for access and exchange of traffic crash data with the Arizona Department of Transportation (ADOT). PURPOSE: All municipalities are required to provide crash reports to ADOT, and the crash reports are input into the Accident Location, Identification, and Surveillance System (ALISS) database by ADOT Staff. Approval of this agreement will allow City Staff to access the ALISS database to obtain crash data for use in traffic analysis. In addition, it would also allow the Police Department to input crash data through this database in the future if the Goodyear Police Department determined that to be beneficial. PURPOSE: Resolution 08-1255, which became effective on October 22, 2008, requires all budgeted expenditures of $500,000 or more obtain Council approval before the issuance of a Purchase Order, Change Order, or Notice to Proceed. City Council approved the FY15 Fleet operating budget which includes funds for the purchase of bulk fuel. However, because the total expenditures for Fiscal Year 2015 to a single vendor will exceed $500,000, it is being brought before Council for approval.
