RECOMMENDATION:
Approve a 90 day extension for the Estrella Parcel 5.1 Final Plat approval, extending the approval date 90 days to November 16, 2013.
PURPOSE:
The final plat for Estrella Parcel 5.1, generally located along the west side of Westar Drive south of San Miguel Drive, was approved by City Council on May 20, 2013. According to the subdivision regulations, the final plat must be recorded with the Maricopa County Recorder within 90 days or the final plat approval expires. A request for an extension must be received before the final plat expires. The final plat for Estrella Parcel 5.1 expired on August 18, 2013.
Newland Communities submitted a request for an extension of the final plat approval for Estrella Parcel 5.1 on August 14, 2013. The reason for the request for an extension is due to unresolved issues regarding the North Water Solution agreement. RECOMMENDATION:
Approve budget transfers for water recharge projects.
PURPOSE:
At the September 9, 2013 worksession, Water Resources Manager, Mark Holmes, presented information for specific costs related to recharging water to receive storage credits. If the City Council desires to proceed with this project (WR1401), a budget transfer from projects WR1202, WR1001, and WW1002, which were for infrastructure to use reclaimed water for irrigation, is necessary as outlined in the attached budget transfer request form.
Budget transfers are required according to Arizona State Statute and budget law and are necessary for continuance of City operations. An Arizona city or town may not revise its adopted budget to increase total expenditures, but it is permitted to revise budgeted expenditures at the department level by transferring monies between budget items, if certain conditions are met. 2. Approve the direct funding of $131,570.00 from carryover capital improvement plan dollars within project ww1301 to be reallocated to this project and approve the remainder of the funding match requirement of ($168,430) from in-kind services.
PURPOSE:
Originally, the Capital Improvement Plan project that identified the funds for brine disposal contemplated a reverse osmosis brine disposal feasibility method of deep well injection. However, this methodology is against State environmental laws and would require statutory change before it could be implemented.
