RECOMMENDATION:
1. Conduct a public hearing to consider a rezoning request to amend 56.77 acres of the Palm Valley Phase IX Final PAD to add "Water Recharge Facility" as an additional permitted use under the Light Industrial (LIC) zoning classification within the PAD, and to add stipulations related to development of the property as a Water Recharge Facility.

2. ADOPT ORDINANCE NO. 14-1313 AMENDING 56.77 ACRES OF THE PALM VALLEY PHASE IX FINAL PLANNED AREA DEVELOPMENT (PAD) LOCATED ON THE NORTH SIDE OF CAMELBACK ROAD BETWEEN THE BULLARD WASH AND THE 149TH AVENUE ALIGNMENT TO ADD "WATER RECHARGE FACILITY" AS AN ADDITIONAL PERMITTED USE UNDER THE LIGHT INDUSTRIAL (LIC) ZONING CLASSIFICATION WITHIN THE PAD AND TO ADD STIPULATIONS NOS. 57, 58, AND 59 TO ORDINANCE NO. 2006-1002 RELATED TO DEVELOPMENT OF THE PROPERTY AS A WATER RECHARGE FACILITY; AMENDING THE ZONING MAP OF THE CITY OF GOODYEAR; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.
PURPOSE:
This request is to amend a 56.77 acre portion of the Palm Valley Phase IX Final PAD designated for light industrial development. The purpose of the request is to amend the allowed land use designations to allow a Water Recharge Facility as a permitted use and to add stipulations regarding the use restrictions for this 56.77-acre portion of Phase IX. Staff finds the proposed PAD Amendment consistent with the General Plan and should not adversely impact the surrounding area. The Planning and Zoning Commission unanimously voted (7-0) to forward a recommendation of approval to the City Council. (Hector Tapia, Project Planner)
