PURCHASE AGREEMENT FOR THE SALE OF AN 11 ACRE PARCEL AT THE INTERSECTION OF WEST SHERMAN STREET AND WEST GOODYEAR BOULEVARD NORTH

RECOMMENDATION:
1. Approve Purchase Agreement for an 11 acre parcel at the intersection of West Sherman Street and West Goodyear Boulevard North, Goodyear, Arizona.
2. Approve eliminating the West Airport Entrance and Bullard Avenue & Van Buren Intersection Improvements projects from the FY15-24 Capital Improvement Program (CIP) to provide funding for the Goodyear Boulevard Northwest Quadrant Improvement project. To accomplish this, the following budget transfers are needed for this project to proceed in FY15: $3.0 million in funds from account 361-9510-414-89.90 to account numbers 411-3431-500-72.30 ($0.2 million, water); 421-3431-500-72.30 ($0.9 million, wastewater); 001-3431-500-72.30 ($1.85 million, General Fund developer contribution); and 136-3431-500-72.30 ($50,000, Regional Transportation Development Fees).
PURPOSE:
BASIS (BSI) schools prepare students according to the highest, most rigorous international standards. BSI is a 501(c)3 corporation that holds the charters for all Arizona BASIS schools. The schools have been ranked consistently among the best schools in the United States, and the world. This proposal is intended to offer for sale 11 acres of City-owned property located generally on the northwest corner of intersection of West Sherman Street and West Goodyear Boulevard North to BSI for the development of a charter school in Goodyear (see Exhibit A).
