ORDINANCE SUBMITTING AN AMENDMENT TO ARTICLE IX, SECTION 5 AND ARTICLE IX, SECTION 6 OF THE GOODYEAR CHARTER TO THE QUALIFIED ELECTORS OF THE CITY OF GOODYEAR

RECOMMENDATION:
ADOPT ORDINANCE No. 14-1303 PROPOSING AND SUBMITTING AMENDMENTS TO ARTICLE IX, SECTION 5 AND ARTICLE IX, SECTION 6 OF THE CHARTER OF THE CITY OF GOODYEAR TO THE QUALIFIED ELECTORS OF THE CITY OF GOODYEAR; SUCH AMENDMENTS PROVIDING FOR THE CHANGES DESCRIBED HEREIN; AND DECLARING AN EMERGENCY.
PURPOSE:
This Ordinance will refer to the voters of the City the questions of whether to change the City Charter to move the City's current City Council election schedule in spring of odd-numbered years to the fall of even-numbered years in compliance with Arizona House Bill 2826, and whether to change the City Charter to provide that a candidate receiving the majority of votes cast in a City Council primary election shall be declared elected to office.
